T. Rowe Price to Launch Active Crypto ETF in Strategic Move

Key Takeaways:

  • The T. Rowe Price, one of the five busiest asset managers globally has filed with the U.S. SEC to commence its first Active Crypto ETF, a substantial action on the side of traditional finance to venture into the crypto market.
  • The fund will be named T. Rowe Price Active Crypto ETF and will mostly purchase the crypto-related ETFs, swaps, futures, and options, with the 80% net assets being invested in the crypto-linked instruments.
  • The news is a sign of growing institutionalization of digital assets, which could accelerate the growth of crypto into the mainstream at a more institutionalized rate.

On October 22, 2025, T. Rowe Price, a globally recognized asset manager, managing a total of more than $1.5 trillion in assets, submitted to the SEC an active exchange-traded fund (ETF) that enables investors to have exposure to crypto price trends without owning a digital token directly.

Rowe Price Makes a Historic Move to Enter the Crypto ETF Market

The intended T. Rowe Price Active Cryptocurrency ETF is atypical of a U.S. asset manager of the high category that has conservative mutual funds. The ETF will never physically hold the cryptocurrencies like Bitcoin or Ethereum but will invest in exchange-traded products (ETPs), futures, option, and swap agreements that will be pegged to the value of the crypto assets.

In a normal scenario, at least 80% of the funds assets will be held in the form of instruments that track the changes in crypto prices, and this will enable T. Rowe Price to have an exposure to the digital assets without violating the structure of the regulated ETFs.

It is also noted in the filing that the fund will be a Regulated Investment Company (RIC) under the U.S. tax code, which is also a significant consideration among investors interested in tax efficiency and transparency.

The Growing Crypto Enthusiasm at Wall Street

T.Rowe Price has been conservative on digital assets, although this filing is an indication of a tone shift. It is the second-largest institutional inflow into crypto ETFs after the SEC approved spot Bitcoin ETFs at the beginning of 2024.

The fact that the firm decided to introduce an actively managed crypto ETF suggests that it perceives opportunities outside of the Bitcoin market, in the wider crypto asset market. Active management will allow portfolio managers to change exposure to suit market volatility and regulatory changes.

This filing is regarded by industry analysts as a watershed moment. According to an ETF analyst at Bloomberg, Eric Balchunas, the entrance of T. Rowe Price will be a half-shock; it will create more competition and start the land race in the area.

ETFs in Cryptocurrency Change the Process of Access to Digital Assets among Investors

Crypto exchange funds have now become the vehicle of choice because they enable an investor to gain exposure to digital assets without a crypto wallet or unregulated exchange.

In October 2021, the first futures ETF tracking Bitcoin in the US was the ProShares Bitcoin Strategy ETF (BITO). In January 2024, the SEC approved the first Bitcoin ETFs which are traded as actual Bitcoin.

The biggest Bitcoin ETF is the iShares Bitcoin Trust (IBIT) of BlackRock, which controls more than $100 billion, approximately 3% of the Bitcoin emission. Others of the upper tier are Fidelity (FBTC) and ARK 21Shares (ARKB), and there are other billions of others under management.

The entry of T. Rowe Price is an active management strategy, which will seize prices and remove them and manage risk at the institutional level into the crypto space.

An Intermediate between TradFi and DeFi

The T. Rowe Price Active Crypto ETF can be seen as a bridging period between the old finance (TradFi) and the new one (DeFi). The ETF will not own the crypto assets directly but will provide regulated exposure to the performance of crypto. The reason why this structure is strong is because institutions that are not able to invest in crypto exchanges can do so.

Domic Rizzo, a DeFi and blockchain bull portfolio manager, has been very optimistic about the potential of crypto technologies in the future. He had earlier pointed to the fact that many applications would come after these technologies with greater confidence in companies such as T. Rowe Price deploying in the crypto space.

SFC drafting licensing framework for trading, custody, and stablecoin issuers. New rules will cover stablecoin issuers, digital asset trading, and custody services. Hong Kong is stepping up its digital finance ambitions with a policy blueprint that places tokenization at the core of banking innovation.  In the 2025 Policy Address, Chief Executive John Lee outlined measures that will see the Hong Kong Monetary Authority (HKMA) encourage commercial banks to roll out tokenized deposits and expand the city’s live tokenized-asset transactions. Hong Kong’s Project Ensemble to Drive Tokenized Deposits Lee confirmed that the HKMA will “continue to take forward Project Ensemble, including encouraging commercial banks to introduce tokenised deposits, and promoting live transactions of tokenised assets, such as the settlement of tokenised money market funds with tokenised deposits.” The initiative aims to embed tokenized deposits, bank liabilities represented as blockchain-based tokens, into mainstream financial operations. These deposits could facilitate the settlement of money-market funds and other financial instruments more quickly and efficiently. To ensure a controlled rollout, the HKMA will utilize its regulatory sandbox to enable banks to test tokenized products while enhancing risk management. Tokenized Bonds to Become a Regular Feature Beyond deposits, the government intends to make tokenized bond issuance a permanent element of Hong Kong’s financial markets. After successful pilots, including green bonds, the HKMA will help regularize the issuance process to build deep and liquid markets for digital bonds accessible to both local and international investors.
